If you want to compare how two test sites view a given EUT (real equipment)
then of course you need and should use an EUT. But a given EUT will not
give you the full range of frequencies needed to give you a full comparison
of two sites unless of course the EUT is a reference radiator, comb
generator, etc.

minimum cables, but a real EUT nonetheless.
