Under the OSHA and ISO Guide 65 rules the certification body shall publish the 
requirements of there program.

Even though each NRTL runs their own program, they are usually good about 
documenting their program rules. Therefore, the use of their marking is always 
formally documented and provided to their clients. In this case, I would 
request a copy of the document that requires you to add the 1 inside the C to 
the NRTL marking, and the inclusion of the statement in the User manual. 

 

Also, to change NRTLs for a marking change would be extreme. People usually 
change NRTLs due to poor service or pricing issues.

Thank you all for your inputs. I will just do what I am told by the NRTL even 
though I disagree with this in order to get this product through unless they 
are willing to reimburse me in full so I can go to a different NRTL. Budgets’ 
are tight around here.

Each NRTL can have there own rules. They own the program. OSHA ensures the 
program has the mandatory elements required by the federal regulations. Find 
another NRTL if you do like rules of there program.

It could be agency specific. We do have one agency that requires the standard 
near their logo on all certifications.
