Thank you all for your inputs. I will just do what I am told by the NRTL even though I disagree with this in order to get this product through unless they are willing to reimburse me in full so I can go to a different NRTL. Budgets’ are tight around here.

They own the program. OSHA ensures the program has the mandatory elements required by the federal regulations. Find another NRTL if you do like rules of there program.
