I have struggled with the lack of a clear scope statements from the EuP and its various implementation measures.
2005/32/EC has the definitions for off and standby, and again in article 2 of 1275/2008. There is not a 'no-load' measurement condition in 1275/2008 - only 'standby' and 'off' modes. But if the unit has an external p.s., look at 278/2009 - where the other power measurement is the "no-load condition". For 1275/2008, it is my interpretation that a 'standby' mode is not required. But there must be a zero-power off mode. I would also appreciate comments on this.
