Because the IET has, and always had, an 'earth fetish', and it rubs off 
on test-houses and others. I remember the agony about the acceptance of 
'double-insulated' products in UK.

Do you know about 'Class 0-1' products? This class was a 
double-insulated product with an ADDED earth connection. That's THREE 
safeguards in Hazard-Based terms. Until 2002, when the class was 
abolished, they were treated like 'Class 0' (basic insulation only) 
products, and not allowed except in 'special areas'!
