Exactly! We have been in this exact debate many times over the years. I love it. Even if it was made clear in the standard that you only need to test it L+N+PE to GRP, I believe the consensus would still be to test all combinations. The test doesn't take that long to do, the test equipment is made to test in all combinations, and if a problem is found then you know. More information is generally good.
