Many high current products are shipped without power cords mainly because of 
the wide variety of plugs and local electric code requirements for the cordage. 
We ship our products with North American cords and plugs just out of our own 
convenience but we know that in a very high number of installations the plug 
and/or the cord is replaced.  There are also many ways to connect power to a 
high current product; eg. flex cord, flex conduit, rigid conduit, etc., so how 
power is supplied is up to our customer.

Most commonly are household dryers that do not come with power cords and where 
95% of homeowner purchase the cordset from a local hardware store and install 
it themselves without a professional electrician. Most industrial equipment as 
well is shipped without cords. Most high current Laboratory Equipment we have 
purchased did not come with a power cord or cable gland. My air compressor did 
not come with a cord or cable gland. It could be wired for 115VAC or 230VAC at 
different current requirements, so the manufacturer left that up to me to 
decide and purchase.

However, you do have to provide the means to provide power to the device in a 
way that would meet local electrical codes. What I have seen most is a hole or 
a punch out where a common size cable gland or conduit fitting can be 
installed. Our programmable power supply came with a giant romex connector on 
the back which I'm not sure is well received worldwide but can easily be 
changed on location if need to.  Our company is considering in the future not 
shipping with power cords on our high current products but just provide a 
convenient means to connect AC power.

So no, I don't believe you have to ship with a power cord and/or cable gland 
(strain relief) to get approval as long as you have demonstrated that you 
provide the means to install these country specific components during the 
installation and it is well documented in your installation manual.

Consider a product that is intended to be connected to mains power via a non- 
detachable power cord that is fed into the equipment through a cable gland 
(compression bushing) fitted to the equipment enclosure. Neither the power cord 
or the cable gland are supplied by the manufacturer and the specific parts to 
be used are the responsibility of the installer, taking into account the 
general safety requirements included in the equipment manual, the local safety 
regulations covering the installation and availability of parts.

Given that no power cable or cable gland is shipped with the product, for the 
equipment to be approved under IEC/EN 61010-1 Ed.3 are the requirements of 
Clause 6.10.2.2 Cord anchorage applicable?
