Many high current products are shipped without power cords mainly because of the wide variety of plugs and local electric code requirements for the cordage.

This is not the case in Europe. The non-detachable mains lead is regarded as an integral part of the product, and if it's not there, the product hasn't finished being manufactured.

This doesn't apply to products intended to be permanently wired-in.
