A rather obscure 'boutique' standard can be used -> 60950-1.

And Peter Tarver would say to also look at TR62102.

Subject: Safety standard for PBX telephone system??

Hi Group,

Does anyone know the appropriate US/Canadian/EU/International product safety
standard(s) for a typical PBX telephone system as might be used in a small
business or hotel?

Thanks in advance, Ken
