If one digs a bit into the NEBS requirement they call out approval to 60950-1 - 
or at least use to call it out. Then they add lots of other stuff environmental 
- earthquakes protection, corrosive gasses et al. Joe's correct it's a purchase 
specification not a regulatory requirement. But that makes it's at bit more 
restrictive in many ways. Especially when they require specific labs do the 
tests, and that list didn't include NIST labs a few years ago, so you might 
have to repeat the EMC to satisfy Verizon for example.

Hi Ken:

The Telcordia NEBS requirements are not regulatory requirements, although they 
often get lumped into lists of "regulatory" requirements.

The NEBS requirements are really just a purchase specification that any 
customer can impose on a list of requirements.  Typically, the only customers 
who impose NEBS requirements are telecom carriers such as Verizon, AT&T, and 
Centurylink.
