Hi Ken:

The Telcordia NEBS requirements are not regulatory requirements, although they often get lumped into lists of "regulatory" requirements. 

The NEBS requirements are really just a purchase specification that any customer can impose on a list of requirements.  Typically, the only customers who impose NEBS requirements are telecom carriers such as Verizon, AT&T, and Centurylink.
