I think I agree with that, although it would probably not be acceptable for aesthetic reasons in the consumer market! Also, in the early days (1980s) of moulded BS1363 plugs there were a number of instances of safety hazards resulting from faulty manufacturing, and "over-testing" at 6kV AC might have been introduced to help weed those out.
