If a product falls into more than one standards, should it apply to

All, but each to the part it's intended for. It's not usually possible
to pick a 'worst' one and any way if you did, it probably wouldn't be
right. For example, you wouldn't apply a 6 kV test to a USB socket!
The standards work hasn't really caught up with the type of extension
board that you mention. Unfortunately, BSI doesn't disclose what
updating work is going on.
