Indeed. The EU is tightening border and inland surveillance because of
so much bad and counterfeit stuff coming in from new EU countries. So
you can *expect* shipments to be held in future if there is any
irregularity at all.
Not that any faker in a right mind would try to ship in via Germany,
Austria, France or probably Britain, but the sheer unexpectedness of
such a ploy might pay off. And the officials in those countries have to
justify their increased budgets by catching miscreants. This is a
sensitive area, because the most pro-active authorities have tended to
check a thousand products and find only fifty violations, while very
many more violations were not discovered. I suspect they don't know the
nature of the market well enough to recognize likely targets.
