Could it be that you are frightening the test houses by requesting a
"calibration" when perhaps all you need is a "validation?" When you ask for
calibration, a lab automatically thinks of an approved calibration
procedure. You may need calibration, if your generator does not meet
acceptable output performance. OTOH, if all you want is a competent lab that
will measure the pulse generator waveforms and pronounce the output voltage,
current and waveform accurate to some traceable level of accuracy, then most
any good lab should be willing to do that. If the generator is out of
tolerance, then fixing that might be interesting, as the design may not
include adjustable components, and you might have to swap in new parts and
custom tweak things. That would be beyond what a production metrology lab
would be comfortable with, and you might have to find somebody who likes
circuits more than certificates.

I once spent some time at a Southern California lab that built their own
damped sinewave circuit only to have an assessor forbid its use because it
couldn't be calibrated.
