It's actually being done mostly internationally by IEC. The charging interface is USB, so the 'class of equipment' is really 'anything that can be charged by USB'. A draft standard that should perhaps pin that down a bit was scheduled to be circulated this month, but it hasn't appeared yet. There seems no reason to arbitrarily restrict the use of the universal charger.
