What is the intent of the directive drafters?
1. that all mobile radio equipment must use the USB interface for charging?

Probably not 'all', but until the Directive is finally approved by the Council of Ministers, we can't know for sure.

2. that the 'common' charger would apply only to radio equipment that is charged via a USB interface?

See: http://en.wikipedia.org/wiki/Common_External_Power_Supply

Look under Pending / future European legislation

Exemption to higher-powered mobile RF stuff where charge current would exceed USB limits so uses an EPS?

Obviously.
