What is the intent of the directive drafters? 1. that all mobile radio equipment must use the USB interface for charging? 2. that the 'common' charger would apply only to radio equipment that is charged via a USB interface?

The charging interface is USB, so the 'class of equipment' is really 'anything that can be charged by USB'. A draft standard that should perhaps pin that down a bit was scheduled to be circulated this month, but it hasn't appeared yet.
