In IEC 60950-1 in clause 1.6.2 you can find following definition:

In each case, the readings are taken when the input current has stabilized. If 
the current varies during the normal operating cycle, the steady-state current 
is taken as the mean indication of the value, measured on a recording r.m.s. 
ammeter, during a representativeperiod.

Please check clause E.1 in IEC 62368-1. I believe requirements in IEC 60065 are

Thank you, but I asked specifically about the *definitions* of the two terms, 
which I don't think are in the standards you mention. For example, 60065 uses 
the term 'non-clipped output power'.
