The term "steady state current" has been used for many years in IEC standards I deal with such as the IEC 60950 and IEC 61010-1. I never gave it much thought if the term is an official IEC defined term or not. 

It should be, so that it can be compared with other defined currents without ambiguity or doubt. Some standards go much too far in defining terms that are extremely well-known, while others omit formal definitions where they matter. Some contain both errors!

Again, I don't have my references in front of me but "max continuous current" is defined in the US National Electric Code in regard to the 125% rule on plugs. We deal with this issue often with NRTLs and with Canada.

OK, that's the one I would like to know about. I don't have a copy of the current NEC.
