When this, or a similar, issue has been raised in CENELEC in the past,
it has always been held that Community policy is that a new standard
*never* comes into effect immediately. It is always accepted that
industry needs time to react to the change.
There is still an issue: 'immediately' with respect to what instant? The
only reasonable answer is the first day on which a company can actually
buy the published standard. (Of course, companies who send people to
participate in standards work get to know what's coming, but that's the
compensation for the costs they absorb.)
One can indulge in further complication: published in what language? One
might have to wait a long tome for publication in some languages. The
answer seems to be that if it's published in English, French or German,
it's published, no matter how delayed the version in Latgalian proves to
be.
