I re-read the Annex ZA of EN 61000-6-2:2005, and things became complicated again.
This EN does not normatively reference other ENs, rather it references IEC documents (except for one case (regarding CISPR 22). Therefore, the tricks related to CENELEC's statements of dates do not apply. Looking at IEC 61000-4-5 specifically, IEC says that was "published" on 2014-5-15. So when Annex ZA of EN 61000-6-2:2005 commands.... "The following referenced documents are indispensable for the application of this document. For dated references, only the edition cited applies. For undated references, the latest edition of the referenced document (including any amendments) applies. NOTE Where an international publication has been modified by common modifications, indicated by (mod), the relevant EN/HD applies" And then cites IEC 61000-4-5 as an undated reference (which indeed has a new "published" edition available), it seems I must use that edition immediately!? Yuck. But perhaps no one enforces to this fine point detail? I received an offline reply (thanks) that pointed me to the Cenelec site and particularly expansion of the 'dop' acronym as "date of publication", and the concept of 'dav' (date of availability).... So it looks like means that they are playing a little semantic game, in that even though the standard has physically been made available on or after the 'dav' date, it has not "officially" been published until the dop date. I recently received notice that a new version of EN IEC 61000-4-5:2014 (based on IEC ed. 3) is released. I see that this standard does not (directly) give presumption of conformance to the EMC directive (i.e., it is 'unlisted'), but a standard that *is* listed (61000-6-2) references it as an un-dated normative reference. Because it is an unlisted and undated normative reference, does this mean that the new version is *immediately* required to be used? The 2014 version has the following information, but I'm thinking it is irrelevant because the instructions in, e.g., EN 61000-6-2 are "the latest edition...applies". 61000-4-5:2014 has the following transition information The following dates are fixed: - latest date by which the document has to be implemented at national level by publication of an identical national standard or by endorsement (dop) 2015-03-19 - latest date by which the national standards conflicting with the document have to be withdrawn (dow) 2017-06-19 I've been able to find some guidance on dop and dow, but only regarding OJ listed standards.
