Whether used (resold) or rebuilt, the equipment
must meet all the requirements of the standard for
the certification mark to be valid. If the
equipment has been rebuilt and re-certified, you
know that it meets all of the requirements. If
the equipment is used, you don't know if it still
meets all the requirements. Supposedly, the
certification is good for the equipment lifetime
(since all the "critical" components are reliable
for the equipment lifetime). If the equipment
looks good (is not beat up), it's a good bet that
the used equipment still meets all of the
requirements for certification. I have no problem
with buying used equipment that looks good, and
meets its functional specs.
On the other hand, if the used equipment has
wear-out components which are also "critical"
components, then the equipment might not meet the
requirements. A UPS has batteries that are
subject to wear-out. But, I would guess that the
standard addresses battery wear-out, so it should
be okay.
