IMHO, it depends on:

- Does the resold unit look to be in good condition and "as shipped by
the manufacturer" condition?

- Is it pretty clear that it has not been tampered with in any way
since it was shipped by him?

- Does it still comply with the (versions of) current standards that
are now being used for certification of brand new items, or at least is it's
certification still valid if those versions have changed in the meantime ?

If "no" to all those questions, then I would say that it does not need to be
recertified (if that is actually even possible without sending it back to
the manufacturer) - after all, how is any AHJ/FUS inspector then to know if
the unit is actually brand new or if it is "used"?

Subject: [PSES] UL Certification status of a re-sold UPS

Hello all,

I am looking for some insight on how to understand the certification status
of a UPS that was originally UL Certified but is being resold after having
spent some time with another owner.

I see in the UL YEDU.GuideInfo for Uninterruptible Power-supply Equipment a
paragraph which says.

REBUILT PRODUCTS

This category also covers UPS equipment that is rebuilt by the original
manufacturer or another party having the necessary facilities, technical

knowledge and manufacturing skills. Rebuilt UPS equipment is rebuilt to the
extent necessary by disassembly and reassembly using new or

reconditioned parts. Rebuilt UPS equipment is subject to the same
requirements as new UPS equipment.

I think my basic question is - if an item is bought used and it bears a
proper certification mark, should one consider it still certified? Or, does
certification only extend to the first user, and if resold an item must be
re-inspected to the original criteria and "certified again"?

I think there is a difference between "re-sold" and "rebuilt", but I'm not
quite sure what the details must be.
