The NEC allows use of flexible cord only in certain applications. It generally 
cannot be used as a substitute where fixed wiring system in required (some 
exceptions exist where vibration could cause a safety concern or where 
"frequent interchange" is expected, including checkout scanners, under sink 
garbage disposals and under cabinet dishwashers ...).

Unless the cable is terminated with an attachment plug (and the application you 
describe isn't), it may red tagged by an electrical inspector.
