Depends on what limits are set for insulation resistance and electric strength current. For example, assume the insulation resistance limit is 100 megohms and the measured insulation resistance is 10 megohms. Failure. If the electric strength test is 3,000 volts, the current is 3,000/10,000,000 or 0.3 mA. If the current limit of the electric strength test is greater than 0.3 mA, then pass. Likewise, assume the insulation resistance is 100 megohms. Pass. If a clearance (air insulation) is less than 0.5 mm, the clearance will break down at less than 3,000 volts. Failure. (The insulation resistance test measures only solid insulation.)
