Yes they are there and are part of what's behind the gnome networking
widgets.  The dialup issue is not as simple as not knowing the commands
to invoke dialup.  I believe this specific question related to an
external modem because there was a mention of /dev/ttyS0.  Perhaps it's
because I've always run a modem here to connect but I find these fairly
easy.  Connect it, power it up, start System -> Networking -> ppp0
properties.  Click the modem tab and the autodetect button and most
times it will find the device.

There are issues as well with soft modems.  I'm run one of these that
came with a specific bus on the mobo but I had to go off and find the
software that identifies the soft modem chips set, compile the modem
driver for my system, and then modprobe the stuff into the kernel in the
correct order.
