Threading uses spindle position feedback, because threads have
to be exactly repeatable from pass to pass, and the pitch must
be exactly right.

Feed per rev doesn't need that exact pass-to-pass repeatability,
nor does it matter if the actual feed is 0.00403 per rev when
you ask for 0.004 per rev.  That means that feed-per-rev can use
velocity instead of position, and it can use commanded velocity
instead of feedback velocity.  So lathes that don't even have a
spindle encoder can still do feed per rev, even though they can't
do threading.
