I'm guessing that if the pump works most of it can be pumped out.

Not sure if there is a cleanout or anything on the tank, or if the
tank will actually need cleaned.  Maybe just pump out and replace
would work?

I've heard that those tanks can get pretty rancid, but I don't have
firsthand knowledge about the contents of this particular tank.
