Your interest in EMC2 pleases me.  Let me snip and respond to a couple
of your thoughts.

Yes.  It is as safe as you make it.  EMC2 is only the motion and IO
portion of the project.  It will move the machine and control IO in
conformance to the configuration and wiring that you set for it.

I don't believe that anyone has tried that complex a single ladder in
EMC2 but see no real stumbling blocks to doing it.  I have thought often
of making some of the devices work with their own stand-alone PLC's or
PIC processors or even separate PC's running parts of EMC2 like ladder.
This could also be handled with some of the newer FPGA based products.

Exactly.  I don't know the comparison between labor and hardware for
your country but I will say that there will be a lot of labor and a lot
of time thinking through issues.  I'd start by writing a brief
description of each sub system and then expand that to the specific
logic required for each.  

If you decide to convert this machine with EMC2 it might be a good plan
to set up a web site with a wiki that we can all study and contribute to
-- or if the folk are amenable -- put a section onto wiki.linuxcnc.org.
That way we have a place to read about issues and talk with you about
them.  

IRC would also be very good.  Since your time zone is close to that of
many of the USA members many can contribute.

Exactly.  EMC evolves to meet the needs of users.  This project would no
doubt cause some changes for the good.  

Because EMC uses off the shelf components you will be much less likely
to get stuck with very expensive proprietary repairs.
