If the amps are functioning you can use them with EMC2. Encoders also. Most, if not all, of the other I/O can be reused if currently functioning. This would give you a running system as cheap as possible. An old computer and an I/O board. I can recommend Jon Elson's stuff at pico-systems.com. I am sure others can recommend other I/O schemes as well. This sounds like a fun project.
