OK, even though it's approaching 2 a.m., I stopped to look at their ISO NC code.
You're right, it looks totally unfamiliar. At the bottom of the page, though, it
does say

The NC processor is a macro interptreter;
   the macro programs are to be found in the directory {base}/wc/*.mac.
   Macro programs comprise ascii text for:
   - Implementing every desired machining strategy
   - Combined cycles (e.g. "pre-cuts"?, "post-cuts"?, separation)
   - Generation of parameterised contour elements (e.g. slot ..)
   - Standard - ISO - Postprocessor

It should then be eminently feasible to directly spit out gcodes instead
of P-codes, by modification of macros, even if it's necessary to use
three of our gcodes to simulate a weird P-code.

However, is it the best candidate for the required effort?
(I'm disinclined to muck with wine, to run some M$ CAD package, even if
it were free, so if I ever do any CAD, it'll be with something like
this. And I had been wondering how I'd do funny curvy stuff, without
having to generate long coordinate lists by hand.)
