Take a look at EMC2, it may do much of what you want.  I believe some 
people have worked with EDM, making some
kind of feedback from the EDM pulser to control the feedrate.  I think 
Pete Gruendeman had something working at one
time, using EMC.  I haven't heard from him in some time, however.  Steve 
Stallings of PMDX built an EDM pulser that
Pete was working with, so Steve might have newer info or know how to 
contact Pete.
