there are 2 issues that you're having:

1. RTAI is looking for a Local APIC
2. the Local APIC is not available on your system

1). I would try to see if there's a BIOS setting about it (check the 
beginning of dmesg to see if that message changes).
Or 2). add "lapic" to the commands in your bootloader (google for grub2 
kernel parameters)
