I have three of these -- they work great.  There is a calibration
procedure to set the amplitude jumpers.  It is really easy to do with
a dual trace scope.  I think the instructions are on the pico site.
Did you do anything to set the amplitude?  If you have a scope it's
really easy to turn the resolver and see if it looks "sane".
