EPP mode is used _only_ by specific Mesa or Pico Systems I/O cards, which provide a lot more than 17 I/O pins on each parport. Take some reading about Mesa 7i43 or Pico Systems PPMC (sorry, Jon, if I messed up the correct naming of Your card). Since it seems that You are using 2 simple breakout boards, forget about EPP. And vast majority of pci add-in cards do not work in EPP mode anyway. There are 1 or 2 exceptions only, mailing list archives or other users can tell You exact name of them. So I think that You should start wit Andy's suggestion and check, if parport read and write are attached to base-thread.
