It's a self starting 15hp 3 phase motor with a heavy iron frame that I 
built using a potential relay and some start caps to get it running and 
I have 120uf (two 60's) run caps between phase 1 and 2, and 60uf between 
phase 2 and 3. The incoming single phase legs are connected to phase 1 
and 3.

The voltages to ground are 1 = 120v, 2 = 210v, 3 = 120v.
Phase to phase they are 1 + 2 = 243v, 2 + 3 = 238v, 1 + 3 = 244v

While we are at it the voltage readings on the 380v side of the three 
phase transformer that is in the machine are:
to ground 1 = 209, 2 = 302, 3 = 213
phase to phase 1 + 2 = 386, 2 + 3 = 378, 1 + 3 = 388

At terminals UVW (U=1, V=2, W=3) on the infeed module are the following 
voltages:
to ground U = 478, V = 530, W = 472
phase to phase U + V = 650, U + W = 646, U + W = 648
