CPR is taken to mean "CYCLES per rev", and so counting all quadrature 
edges, you
get 4 times that many counts/rev.  That's where the 4 comes from.  There 
is a 1.5:1
belt reduction ratio from motor to leadscrew, and a 5 TPI leadscrew.
