No, it's not. First of all, check if you have Current Pending sectors---those are ones that were written to but can't be read back, so they can't be retired/reallocated. The firmware recovery for this condition usually takes a long time (firmware retries, recalibrates, etc), and OS recovery may be flaky. If you have CPS, you need to find the sectors and overwrite them, which will allow reallocation.
