What happens if you swap the drive to the motor on the other side, and
v.v.? (OK, have to swap encoder wires as well.)

The first is confirmed if the noise remains with the motor.
How hard is it to swap or replace an encoder? (But first, what does
halscope show?)
That's just what I'd try first. (There may be better ideas, but it's
going on midnight here.)
