Or build one from lightweight but strong materials like schedule 80 PVC and 
strings of plastic mardi gras beads for crystals. Design a folding structure so 
it can collapse on stage yet falls back into place when lifted.

If it doesn't need to be lit, so much easier. If it does need to appear to be 
lit, use strategically placed pieces of aluminum flue tape and hit it with a 
spot.

If it can be built light enough it might be feasible to simply drop it, using a 
rug with carpet pad to protect the stage. A manually applied brake should 
satisfy safety requirements. A large diameter wheel on the winch with caliper 
brakes at the rim would reduce the braking force required. Could use a brake 
caliper and master cylinder with foot pedal from a car.
