I'd want a machine that can sand both sides in a single pass. Use textured metal rollers on the infeed and rubber rollers on the outfeed. Instead of doing the bulk of the removal with sandpaper, look into indexable carbide insert planer drums. They use multiple helical rows of inserts, offset to cover the whole surface. If an insert gets chipped just rotate or replace it.
