Your fingers holding the probes would be at least that low. If you get 
that with clip on jumpers hooking up the meter, I think you found a 
carbon track.  You may, but likely won't find it by dissing the motor  
But I don't think I'd hook it up to test w/o laying the motor on a sheet 
of something to isolate it, with a 25 watt lamp between its frame and a 
known good ground. If the lamp even flickers, you just found the 
perpetrator. Replace it, along with the blown parts on the board. From a 
previous message, Maurius may have what you need.
