Yes. Didn't some one here just find a $40 graphic card? For $30 more you get an entire computer with better graphics. I think you just search for couple keywords "fanless" and "intel" and yo get something that works and uses little energy.
The other option if you are looking to save is to buy an entire WORKING PC. Not parts, not a PC that only needs one more part but one that yu KNOOW will boot and run the live CD. You can get these for as low as $70. But as soon as yu start trying to get an odd assortment of 10 and 12 year old PC parts to work together you'v got a time sink. And a money sink too if yu have to buy even one new part. I use Pi3 and BBB and even smaller computers but those are for battery powered projects. If you have access to AC mains power you can get better performance from the fanless type PC mainboard. No magic is being fanless except that it proves the CPU is not using much power. Add a fan if you like.
