I've half a stick of 74ls86's, which should be able to handle the 90 
kilohertz I measured yesterday when it was running wide open. I just 
need to clear off a work spot and make it. Thats 90 rps or 5400 rpm.

But that brings up a question for Peter:

Is encoder.rawcounts the count of one channel, or combined into 
quadrature edges? Because the scale factors I came up with, based on 100 
revs at the spindle, may be wrong by a factor of 4. if rawcounts is 
already quadrature edges. The manpage only very indirectly refers to the 
counter mode. The hal code to measure that is still there, so I'll rig a 
motor supply and recalculate that.
