Patch Set 1:
For example Cipher.getInstance("DES/CBC/PKCS5Padding", "SunJCE"), which
explicitly allow user to use an implementation, so we can remove IBMJCE, or
remove SunJCE for our own implementation, for example NSS.
Any implicit loading of dependency that is not controlled by the caller is part
of the runtime chain.
