PGP/MIME has a failure mode that is commonplace and hard to prevent -- MTAs that automatically strip attachments. Look at PGP-Basics on Yahoo! Groups as an example. It's easy to say, "well, they shouldn't do that," but that misses the point: they *do* do that, as do many other mailing lists. We have to deal with the world as it is.
