I'd formulate it a little differently. As long as you stick to an old version of Thunderbird, you won't need the latest Enigmail version and as long as this is true, you won't need GnuPG 2.0. But if you keep Thunderbird up to date (which is what I recommend) than you will need to upgrade GnuPG. But on which old equipment would GnuPG 2.0 not run? It doesn't require more resources than GnuPG 1.4.
