"The majority of the OS" would be Linux and other Unix derivatives only. On Windows and Mac OS X, the two most common GnuPG tools would ship 2.0.x. And for Linux, how long do you want to wait any longer? As I wrote, GnuPG 2.0 was released *8* years ago. If that transition didn't happen "automatically" by now, then I think it's time to enforce it.
