You also make some good points and I will keep the rest of your reply as
a reference, but I wonder if my confusion is a lack of understanding of
what the Enigmail Key Management window View menu Display untrusted keys
setting does. I've turned on the Key Validity and Owner Trust columns
and this is what I see when I have the Display untrusted keys setting
checked:

So 0xBADFOOD and 0xDEADBEEF are not signed by me, 0x956CE319. They did
have owner trust of trusted but now they do not yet they still show up
in the list.

I signed 0x8675309 (Jenny...ha!) before I started using Enigmail but I
did not set ownertrust on it. It did not show up in the list above.
Neither did any other key I had signed but had not set ownertrust on.

I used Enigmail to set ownertrust on 0x8675309 and it showed up in the list.

I used Enigmail to remove ownertrust on 0x8675309, setting it back to
unknown, and still it shows up in the list.

I expected the ones with no owner trust to disappear, but again I don't
know exactly what Display untrusted keys really means. I haven't found
it in the documentation. I'm just guessing based on observations.
